A group of community members discussing safety and accountability.

News Summary

Victor Hernandez Cortes has been charged with serious felonies, including the sexual assault of a teenage girl and the rape of a woman at knifepoint in separate incidents. The allegations have raised concerns about safety and accountability within community organizations. Additionally, a lawsuit against a local church alleges negligence in protecting minors from sexual abuse. The situation highlights significant vulnerabilities in safeguarding measures within institutions.

Anaheim – Victor Hernandez Cortes, a 35-year-old man, has been charged with multiple felonies, including sexually assaulting a teenage girl and raping a woman at knifepoint in unrelated incidents. This alarming situation contributes to ongoing concerns regarding safety and accountability within community organizations.

Cortes faces serious charges of rape, robbery, and three counts of lewd acts with a minor younger than 14, all classified as felonies. In addition to these charges, he is facing a sentencing enhancement related to the use of a deadly weapon during these crimes. The first alleged incident occurred on November 26, 2020, when Cortes reportedly lured a 13-year-old girl into his car at an Anaheim park. The second incident involved the alleged rape and robbery of a 30-year-old sex worker at knifepoint on October 26, 2024.

Cortes appeared for his arraignment in Santa Ana, where he did not enter a plea. He has another scheduled arraignment date set for August 22 at the North Justice Center in Fullerton, where more details about the case may emerge.

In addition to Cortes’s charges, the Anaheim community is also grappling with a lawsuit filed by Isaiah Valdez, a former member of The Dwelling Place Anaheim church. Valdez alleges that the church concealed instances of child sexual abuse committed by youth leader Ryan Doezie, who he claims abused him from 2006 to 2011, when he was between 11 and 16 years old. The lawsuit details several allegations of abuse occurring on the church campus, as Valdez seeks damages for negligence against The Dwelling Place and its parent organization, Vineyard, stating they failed to protect minors from Doezie’s conduct and breached their fiduciary duty.

According to the filings, Doezie allegedly groomed Valdez by isolating him and presenting him with gifts, which led to various forms of abuse. The lawsuit suggests that church officials were aware of Doezie’s inappropriate behavior but allowed him to remain in positions of authority over minors, effectively failing to implement the necessary safeguards to protect vulnerable children. This case indicates a worrying trend of institutional neglect, as it is alleged that Doezie was able to abuse multiple victims over the years.

This situation is part of a broader concern regarding alleged cover-ups of sexual abuse within the Vineyard network, which has approximately 500 churches across the United States. Valdez’s allegations join a troubling history of reported abuse cases involving Vineyard church officials and staff, with claims of systemic issues dating back to at least 2007.

The Dwelling Place was previously affiliated with Vineyard USA but was removed from the organization after its pastor faced controversy related to property conflicts and allegations of spiritual abuse. In a related incident, a former children’s ministry volunteer from The Dwelling Place was sentenced to nearly 125 years in prison for molesting underage girls, adding another layer of scrutiny to the church’s practices and oversight.

As the legal proceedings continue, public attention remains focused on the accountability of churches and other organizations in preventing sexual abuse. The ongoing allegations highlight significant inadequacies in safeguarding minors and raise critical questions about institutional responsibility and oversight in community organizations.
