The organization has previously received funding from a specific tourism district transportation fund, including a recent approval of $1.55 million by a city committee. This funding is tied to an agreement to explore the possibility of transitioning ATN into a city-managed transit agency.

As part of this process, both parties have agreed on a 90-day exploratory period to assess the feasibility of transitioning the ATN operations to a city-run agency. The ATN’s operational budget largely relies on fare revenues and financial contributions from around 70 local hotels. In support of its funding strategy, the Anaheim Tourism Improvement District applies a 2% assessment on hotel room rates, partially designated for transportation improvements. The necessity for such funding becomes increasingly relevant given ATN’s ongoing and significant budget pressures stemming from operational costs, where labor accounts for over 70% of total expenses.
ATN has been experiencing financial turbulence for some time, struggling to maintain a sustainable operational model in light of increasing costs and limited income. The organization was originally established in the late 1990s to bolster public transit during the expansion of the Disneyland Resort and Convention Center, which underscores its long-standing role in supporting the local economy.
The current fare for ATN services is set at $4 for a one-way trip, a rate that some fear might need to rise, potentially discouraging ridership in favor of alternative transportation methods, such as rideshare services. In line with broader environmental goals, ATN operates a fleet of around 80 battery-electric buses, contributing to the city’s #ElectrifyAnaheim initiative that aims for a 100% zero-emission fleet by 2026.
